Dr. Patricia Boshe is a data & digital governance and transformation expert and policy analyst with specialty on Artificial Intelligence (AI) regulation, data protection, digital inclusion, and child online protection. Her work spans from research, legal and regulatory policy/frameworks analysis across Africa, LatAm and Europe. She possesses an exceptional policy perspective and a unique vantage point in understanding and navigating the current polarized geopolitics and their influence in policies, and especially those related to digital and data economy and their transformation. Additionally, she has more than two decades’ experience as a university lecturer in Tanzania and Germany.
She has a proven track-record in advising public and private institutions, governments as well as regional and international organization on matters relating to data protection and governance (in general and in special cases such as relating to children and AI) and as well as data / digital diplomacy (cross-border data flows related aspects).

Noteworthy Achievements
Global Index on Responsible AI (GIRAI): Dr. Boshe is involved in the Global Index on Responsible AI (GIRAI) – the 2025/26 as a researcher for Tanzania and coordinator of five other African countries, namely Namibia, Congo, Democratic Republic of Congo, Lesotho, Angola and Botswana. The GIRAI project assesses legal, regulatory, and ethical frameworks for the deployment and use of Artificial Intelligence across the Globe.
African Union: Is the regional expert on data governance supporting the African Union in the development of the Continental Cross-Border Data Sharing Framework. She also worked with the African Union and other implementing partners as a trainer in training of trainers for the implementation of the African Union Data Policy Framework.
EU-Based Projects: Between 2021 and 2021, she worked as an expert on data protection and digital diplomacy in an assignment to assess and advice on the feasibility and approaches on International Digital Cooperation to enhance data protection and data flows across regions – especially Africa and Europe.
Policy Analysis and Publications: Her intensive list of publication includes a commissioned reports on Data Protection Laws in Northern Africa which looked into (comparatively) data protection principles and regulations in five North African countries; on Transborder Data Flows which entailed mapping of key data protection policies, stakeholders and initiatives in Africa; an Assessment of the Tanzania Digital ID system in light of data protection and social inclusiveness; and country report on for the Government of Cambodia on Legislation Consideration for Children Data Protection.

Dr. Patricia is actively involved in research, thought leadership, and capacity building on emerging issues in digital governance and AI regulation across Africa and globally.
